Former Deputy Executive Director of Ghana’s National Service Authority Charged with Stealing GH¢31.5 Million

Gifty Oware-Mensah, a former Deputy Executive Director of the National Service Authority in Ghana, has been charged with stealing GH¢31,502,091.40 belonging to the Authority. The charges were filed in the High Court of Justice in Accra on October 8, 2025.

According to the court filing, between February 2022 and March 2024, Oware-Mensah allegedly dishonestly appropriated the funds by causing the money to be transferred to Blocks of Life Consult, a company of which she is the ultimate beneficial owner. The charges include “Stealing contrary to section 124(1) of the Criminal Offences Act, 1960 (Act 29)” and “Willfully Causing Financial Loss to the Republic contrary to Section 179A(3)(a) of the Criminal Offences Act, 1960 (Act 29)”.

The allegations state that the funds were purportedly for the supply of goods on hire-purchase to National Service Personnel, but no such supply was made. The case, numbered CR/018/2026, is before the High Court of Justice in Accra.

The Republic of Ghana is prosecuting the case, which is part of ongoing efforts to address financial malfeasance in public institutions. Further details of the case are expected to emerge as proceedings continue in court.
