Sam Nartey George the Minister for Communications, Digital Technology, and Innovation has asked for the extradition of the Russian citizen in a recent 2026 case of publishing pictures and Videos of Ghanaian ladies he wooed and had indecent relationship with. However based on Russian law, a Russian citizen cannot be extradited to Ghana or any other foreign state.
Constitutional Prohibition: Article 61 of the Constitution of the Russian Federation explicitly states: “A citizen of the Russian Federation may not be deported from Russia or extradited to another State”.
Criminal Code: Article 13 of the Criminal Code of the Russian Federation affirms this by stating that citizens who commit crimes in foreign states are not subject to extradition to those states.
Alternative Prosecution: Instead of extradition, Russian law allows for the person to be prosecuted within Russia for crimes committed abroad, provided the actions are also considered criminal under Russian law (principle of aut dedere aut judicare — either extradite or prosecute).
No Treaty Impact: Even in the absence of a formal extradition treaty with Ghana, the constitutional ban on extraditing its own citizens applies.
