University of Education, Winneba Reverses Denial of Associate Professor Title

Ofori
Accra – The University of Education, Winneba (UEW) has confirmed that Associate Professor Ahmed Jinapor Abdulai was initially rejected for promotion to the rank, only to have the decision overturned after an appeal. The revelation comes from a Right‑to‑Information (RTI) response sent by UEW Registrar Ekua Abedi‑Boafo to Mr Kwame Simpe Ofori on 7 November 2025.

In the letter, UEW outlines that Prof. Abdulai first applied for promotion on 11 April 2017. After a review by three external assessors, two reports were positive while one was negative, leading the Appointments and Promotions Board to reject the application on 10 May 2019. The professor appealed, and the board reversed its stance on 13 May 2022, recommending promotion to the Governing Council, which ratified the decision on 12 September 2022, making the promotion effective from 11 April 2017.

The RTI response also notes a name change – from Ahmed Murtala Abdulai to Ahmed Jinapor Abdulai – which was gazetted in March 2017, and clarifies that UEW holds no documentary evidence of the validation of his foreign academic certificates, as such verification was not required at the time of his recruitment.

Key points from the UEW response
– Promotion criteria: five publications (one international) for Senior Lecturer; seven (two international) for Associate Professor.
– Initial denial: 10 May 2019; appeal successful 13 May 2022.
– Effective promotion date: 11 April 2017 (retroactive).
– No record of foreign‑certificate authentication on file.
The case has drawn attention to UEW’s promotion procedures and the use of the RTI Act to probe academic appointments. Education stakeholders await further comment from the Ministry of Education and the university’s governing council.
